here is the info i got from @KissVietnam, the photo was taken in korea by vietnam fans (shin hye fans). it's recent probably taken today. and still no info if its for cf, 1n2d, or just..vacation...together :'( :'(

I came here because I just saw the shinhye and joongki post... I AM SURE THEY ARE NOT DATING! Shinhye is my favorite actress(with chaewon obviously) and I know Shinhye would NEVER go out on a date with joongki in public with all these people starring(IF they were dating) and she said she doesn't like older guys... she wants a guy that is her age... I know... 5 years doesn't seem like a big deal... T____T but I am sure for Shinhye it is...and I know right now I look like some stupid fan that thinks she knows everything...
