The new rules say you need 5 posts and 10 points. Make sure you log out for the rank to update. I had to create 6 posts (I think the post in 411 Members doesn't count.).

That sounds incredibly stupid and useless. This is a forum and people (regardless of being new or not) should be able to make new threads. It's the admin's job to check for spam threads and get rid of it. So moving to a new forum!
