TV workers join strike to protest a media bill

December 27, 2008

A growing number of television producers, anchors, reporters, technicians and other employees are joining a strike to protest legislation that would allow cross-ownership of newspapers and broadcasters.

The ruling Grand National Party yesterday tried to pass the contentious bill, which it says is aimed at strengthening the nation’s media businesses so they can compete against global giants. But the opposition Democratic Party and media labor unions contend the bill would offer control over TV news editorial content to local conglomerates.

The National Union of Media Workers, an umbrella union of local media industry workers, announced the beginning of an industry-wide strike as of yesterday morning, calling for more companies and their employees to enter the fray. Some 2,000 unionized workers of MBC, one of three major Korean broadcasting stations, joined the strike, which is the first broadcasting industry strike in nine years.

Familiar faces of well-known news anchors were conspicuously absent yesterday, while their seats were occupied by a few nonunionized workers. Production of popular entertainment shows could also soon grind to a halt. TV station SBS also joined the strike, but decided to leave some essential workers in place to maintain normal programming. But most of its news anchors dressed in black in a sign of protest.

Korea’s Vice Culture Minister Shin Jae-min said the strike is “illegal” and “immoral” for disrupting broadcasting. He said the government would “respond firmly based on law and order.”

Proposed by the Korea Communications Commission, the legislation eases restrictions on ownership of broadcasting stations. The most disputed part of the bill allows big companies with assets of more than 10 trillion won ($7.7 billion), local newspaper companies and news wire agencies to purchase up to a 20 percent stake in broadcasters. Firms with assets of less than 10 trillion won could take a 49 percent stake.

Unionists strike against media bill

Thousands of unionized workers at media firms, including major broadcasters MBC and SBS, yesterday went on strike against the ruling party's moves to revise the Newspaper and Broadcasting Act. They vowed to continue their protest until the Grand National Party abandons what they called "evil legislation."

Coinciding with the nationwide strike by members of the National Union of Media Workers, the opposition Democratic Party stepped up its offensive against the GNP move.

The DP pledged to make all-out efforts to block the GNP from approving the media-related bills, while the ruling party remains adamant that it will approve them by the end of this year.

"This is not a problem facing only the broadcasting circles, but a matter on which the future democracy of our country hinges," DP Rep. Jun Byung-hun told reporters. "Should the GNP unilaterally pass the bills, it could face strong national resistance just like it did over the mater of U.S. beef imports."

The bills at issue include those seeking to allow newspapers and conglomerates to hold a 20-percent stake in terrestrial broadcasters, a 30-percent stake in comprehensive channels and a 49-percent stake in news-only channels. Comprehensive channels deal with all content, including news, entertainment and sports.

Other contested bills seek to criminalize cyberspace defamation and toughen rules on internet portals' news services.

The ruling party contends that such changes are inevitable to sharpen the global competitiveness of the local media industry.

During its New Year policy briefing to President Lee Myung-bak yesterday, the Korea Communications Commission reiterated its position that it would support most of the ruling party's reform initiatives.

The KCC said that it plans to introduce comprehensive channels and allow the print media and conglomerates to enter the broadcasting industry next year.

The KCC also said that it would introduce privately-run advertisement agencies, known as media representatives by the end of this year to boost the advertisement industry.

The current monopoly of the advertisement market for terrestrial broadcasters by the state-run Korea Broadcast Advertising Corporation has been ruled unconstitutional. But critics worry that opening the market could increase commercialism and hamper broadcasters' ability to act in the public interest.

Opposition parties argue that such moves would help conglomerates and major conservative newspapers - allegedly supportive of the government - monopolize the media industry, hamper diversity of opinion and put democratic principles at risk.

Some opposition lawmakers even maintain that the ruling camp is seeking to manipulate public opinion through the control of the media.

In an apparent response to such criticism, President Lee Myung-bak said during the KCC briefing that the media policies should be viewed from an economic perspective.

"I hope that the issue regarding broadcasting and communications can be addressed with economic logic, not with political thinking," said Lee.

"The broadcasting and communications sector is where job creation takes place, and a new growth generator can be created through the media conversion," he said.

Sorry for the confusion, this list isn't official.

we're down to 3 days and still no updates on their list? :P it wasnt like this last year was it?

I remember seeing the nominee list last year. :)

We'll most likely go with the flow on the award night.

I wonder if most of us will be going back & forth with KBS-SBS events on the 31st.
