Yes, it is. I just wasn't sure which scene would it have fitted in the movie, though it could have been a good replacement for "When Will My Life Begin". Rapunzel was still happy enough though that time, until creepy Gothel refused to let her go see the lights, which, ironically, was actually for her birthday.
