I was wondering, is it illegal to have use an unlocked phone? Like one from Asia?

I know T-Mobile and another company (I can't remember >.<) uses SIM cards so it's easier to use unlocked phones and Verizon is supposed to be switching to SIM cards next year...I just don't know if I'd be able to use an unlocked phone even then.
