Why do girls wear safety shorts under their skirts?

I understand that they wear them to prevent people from seeing their underwear. But that doesn't make sense because then, their safety shorts have literally become part of their underwear! If it's not embarrassing when people see their safety shorts, then why is it embarrassing when people see their regular underwear? They are both worn under the clothes, and they have about the same function, so what difference does it make?

Why ask this question, seriously? I'm not sure whether you are a girl or boy, but either ways, it shouldn't matter. As the word suggests safety shorts are for safety purposes. They are much longer than the normal woman's underwear. If you are a girl and don't want to wear it, don't do it. If you are a boy and don't like seeing it, then just don't see it. Gosh.
