Why I can't I make a thread?

I don't understand why I can't make a thread. Clearly I've posted more than 10 posts so I'm not a new member.

Edit: After I posted this, I was 'promoted' back to being a member. However, this problem still persists. Whenever I log out/ return to Soompi in a few hours it says I'm a new member again and I can't make a thread unless I post.

Perhaps this should be pinned or made clearer in a FAQ or send as a PM to all new members. It was pretty confusing for me, and many other new users I'm sure.
