Some netizens want Rain back in military?

Singer Rain
Rain, pop singer and tabloid magnet, completed his two-year compulsory national duty last month amid accusations that he coasted through it. Now, some Internet users want to boot Rain back to boot camp.

The 31-year-old singer, whose real name is Jung Ji-hoon, ended up being the last entertainer to be discharged as an ''entertainment solider.’’

A week after Rain finished service, the Defense Ministry last month scrapped the position, which had allowed entertainers to serve in the Defense Media Agency and engage in military television and radio programming, as criticism grew over special treatment of these celebrities. The entertainers who had served in the unit were relocated to Army field units.

Military officials had hoped that their knee-jerk decision would stem the controversy. However, accusations continue to rain down on Rain.

In a recent conversation with reporters, Kim Kwang-jin, a lawmaker of the opposition Democratic Party, questioned whether the Defense Ministry had catered too much to the entertainers in hopes that they would promote a positive image of the military.

Rain didn’t even need to submit the required paperwork in 2011 to enlist as an entertainment solider, although the competition between singers and actors to be picked as one was fierce, Kim said. Then the lawmaker apparently got carried away and wondered whether the Defense Ministry should correct the wrong by forcing him to go through another 21-months in uniform.

Kim tried to downplay his comments, but only after all hell broke loose on social media.  The online comments boiled over to a point where the Defense Ministry was forced to issue a statement saying that, no, Rain won’t be forced to approach his mid-30s in a barrack.

“Rain finished his service legitimately. When it was found that he took more leaves than he was allowed to meet actress Kim Tae-hee in January, he was disciplined properly,’’ said a ministry official.

''From his enlisting to discharging, everything regarding Rain’s service was handled justly under military service act. It would not be valid to reenlist him.’’

The controversy over entertainment soldiers was stocked by a SBS in-depth news program in June. Its cameras caught singers Seven (Choi Dong-uk) and Sangchoo (Lee Sang-cheol), who were serving in the same unit as Rain, visiting a massage parlor after midnight following a performance at a function in Chuncheon, Gangwon Province, the previous evening.

Rain wasn’t at the parlor, which doubled as a brothel, but drank with Seven and Sangchoo until 10 p.m. the previous night, breaking curfew

In January, Rain was caught taking more days off than he was allowed to as he met with his love interest, actress Kim Tae-hee. After being exposed by the media, Rain was placed under probation for seven days.

Ministry of Defense states Rain cannot be forced to re-enlist





Although Rain has already been discharged, political circles as well as netizens have been calling for his re-enlistment along with other celebrity soldiers who were said to have become celebrity soldiers without all the necessary documents.


In response, the Ministry of Defense has stepped up to point out that the matter at hand is not something that should be thought of with re-enlistment in mind as the solution. They reason that although it is true that there were some documents that were not included when bringing Rain in as a celebrity recruit, this was due to different interpretations on the regulations about what documents were necessary for the celebrity soldier qualification process. For example, the regulation is said to call for a confirmation note and a letter of recommendation regarding the celeb's activities - however some interpret this to mean that just the confirmation note alone is enough while others might think that it means a letter of recommendation is also required in addition to the confirmation note. 


They also reasoned that this is just a discrepancy in the matter of Rain transferring into the celebrity recruit unit, not a problem that exists with his actual enlistment into the military. Since they say there was no problem with Rain's actual enlistment, he cannot be called to re-enlist.


A rep from the Ministry of Defense commented, "Rain already finished his military service and was discharged as normal, so for him to 're-enlist' means that we must consider all the duties he carried out during his service as invalid."

Another rep stated, "Rain's re-enlistment is impossible. Rain, as well as other celebrity soldiers who have been discharged, have all lawfully completed their service... Unless a violation has occurred within military service law [regarding enlistment], we cannot force re-enlistment."

This is very confusing.  Please read  the contents and it clearly shows how they used Rain's name to sensationalize the article.   This issue is a never-ending story.   :-S :D   willenette, I notice the source is Sports Seoul, what do we expect?   X(  How could it have access to a "supposed" confidentail document?

Proof that Rain didn't submit necessary documents surfaces

The Ministry of Defense reasoned that although it is true that there were some documents that were not included when bringing Rain in as a celebrity recruit, this was due to different interpretations on the regulations about what documents were necessary for the celebrity soldier qualification process. In other words, they claimed that Rain had actually submitted everything he needed, and it was just that the documents he needed weren't as much as what others' needed.


However, media outlet Sports Seoul was able to get their hands on a report on the celebrity recruit's inspection, which clearly stated that the Ministry of Defense had "accepted soldiers who had not submitted the necessary documents and omitted the confirmation and recommendation documents". 


Assemblyman Kim Kwang Jin, who had originally pointed the problem out, said, "I reconfirmed that Rain hadn't submitted his documents. I checked the inspection results report once again. After checking the original report, I checked the 10 names who had been accepted as celebrity recruits, including Rain."


Even the Ministry of Defense is inconsistent with their comments. One branch said, "There are no documents lacking", while another said, "The celebrity recruits' documents are incomplete, but it's not a big problem."


Assemblyman Kim Kwang Jin clarified, "I am not saying Rain should re-enlist. I am merely pointing out the problems in the procedure of choosing celebrity recruits. It's a misunderstanding to think that I am emphasizing he should re-enlist, and that decision is up to the Ministry of Defense. But if they say there was no problem with the procedure, that's incorrect."


The Inspector's Office of the Ministry of Defense said, "The inspection report is accurate. If the information is false, the author of the report is legally punished. But if the soldiers were accepted with lacking documents, it's only fair that the person who accepted them should be held responsible."

Even though the Ministry of National Defense has announced plans to dissolve the Defense Media Agency’s public relations support unit - where enlisted celebrities served as so-called “entertainment soldiers” - debate is still swirling about the controversial program. Some are even calling for celebrities who have already served as entertainment soldiers to be required to re-enlist and perform their military service again.

The latest debate is over 10 former entertainment soldiers who reportedly did not properly complete the paperwork to join the special unit. But one name mentioned is much bigger than the others - Rain, the singer and actor whose real name is Jung Ji-hoon.

Rain was discharged from the military last month, but before he left his name was mentioned in a controversial TV documentary about inappropriate behavior among entertainment soldiers.

Two other entertainers, Seven and Sangchu, were caught drinking and going to an illegal adult massage parlor in Chuncheon, Gangwon. Although Rain was not with those celebrities, he did perform at the same event earlier in the day.

Now, however, Rain is being pulled into this new controversy over his application to the public relations support unit.

To be selected for the entertainment unit, celebrities had to present their career histories, detailing the TV programs and movies they starred in and music they released. In addition, the celebrities were asked to submit a letter of recommendation by any relevant association.

Kim Kwang-jin, opposition Democratic Party lawmaker, says that Rain benefited from his fame and was chosen as an entertainment soldier even though he did not complete the full application.

The lawmaker also added on Tuesday that requiring soldiers who had problems with their enlistment to serve again was “righteous.” He cited the case of the singer Psy, who, long before his “Gangnam Style” days, had to serve in the military a second time as a full-time solider because he spent too much time working on his career and performing during his first stint.

However, the Ministry of National Defense says it not considering requiring Rain to serve again.

“Rain is a top singer known by almost everyone in Korea,” said Kim Min-seok, spokesperson for the Ministry of National Defense, adding that his performances and contributions to the music industry are widely known and did not require additional proof. “That’s why some of the documents were not collected prior to his enlistment, but that is not enough to make him serve his military duty again.”

Rain was enlisted in October in 2011 and started as an assistant drill instructor. But he moved to serve with the Defense Media Agency from March 2012 until he was discharged last month.

Crucially, he was discharged from the army on the 10th of last month, being embroiled in more controversy when some entertainment soldiers' slackened discipline shown on a current affairs TV show last June, arose controversy.

So, he is washing his hands now after dragging Rain's name again and ride in his popularity -  X( :(       willenette, I read that there are people in the military and the media trying to destroy Rain and said they are  succeeding, I wonder why Cube Ent.  can't apply the "Damage Control" method as what the other management agencies In SK are doing when their talents are embroiled in hot issues and I can say worse than Rain's?  Just asking, what can you say, dear?

A South Korean congressman that was calling for Rain to re-enlist in the army, because of the preferential treatment the K-pop singer was given, has backed down on his demand, his representative told the Korea Daily Star on Thursday.

In the wake of last month's scandal that led to the elimination of the Ministry of Defense's Promotional Support Brigade and the incarceration of seven soldiers serving as PR agents, Congressman Kim Kwang Jin raised the issue in South Korea's Parliament on Wednesday of whether there should be additional punishments handed down to Rain and nine other soldiers.

"During the selection for PR agents, about 10 of them were recruited with incomplete or no paperwork at all," Kim said.

"That is a fact, so the 10 of them should re-enlist."

The following day, Kim's representative denied that the congressman was calling on Rain, and the nine other soldiers who received preferential treatment in their enlistment, to re-enlist.

"An audit was recently done on the recruitment details of PR agents, and Congressman Kim had seen the results of the report," the representative said.

"He did not insist that the PR agents in question should re-enlist. He only raised the question, and hopes that the Ministry of Defense will get to the bottom of it and do something."

Yet a Ministry of Defense spokesperson brushed off the idea of Rain needing to serve additional time in the military.

"There's no need and there are no reasons for Rain to re-enlist himself in the army," the spokesperson said.

"Rain enlisted for the army and was assigned to an active unit. He was then transferred to the PR unit [promotional support brigade] unit before completing his mandatory service as scheduled. Although he did flout the rules during his service, he has already received his punishment and has already been discharged. There's no need for him to re-enlist himself."

Another anonymous Ministry of Defense representative said it was illegal to force Rain to re-enlist, according to the website allkpop.

"Rain's re-enlistment is impossible," the rep said.

"Rain, as well as other celebrity soldiers who have been discharged, has all lawfully completed their service...unless a violation has occurred within military service law, we cannot force re-enlistment."

Congressman Kim's spokesperson also clarified that Rain was not being singled out.

"One of the PR agents in question was Rain, but [Congressman Kim] is not just blaming Rain," the spokesperson said.

Trouble began for the now defunct Promotional Support Brigade, a longtime bastion for pampered celebrities serving their mandatory enlistment, when a film crew from the news program "Scene 21" captured famous soldiers serving as PR agents wandering the streets after curfew out of uniform, chatting on their cellphones and purchasing alcohol at 2 a.m.

K-pop singers Sangchu of the group Mighty Mouth and Se7en were filmed visiting a massage known for providing erotic services.

The pair was sentenced to 10-days in military jail last month, following a probe of the incident conducted by the Ministry of Defense.

Five other active recruits previously serving as PR agents were sentenced to a four-day incarceration at the military prison or "guardhouse" for using cellphones in the "Scene 21" footage.

All eligible males between the ages of 18 and 35 currently must enroll for between 21 and 24 months of army service in South Korea (the length of mandatory enrollment changes by several months depending on which branch of the military that they serve in) in a practice known as conscription.

Psy's reenlistment was related to a matter of duties, whereas the current issue raised in relation to the entertainment recruits (and former, including Rain) is on irregular paperworks. Anyone with a grain of sense can tell straightaway the huge difference between the two and surely irregular paperworks cannot be simply equated to shirking of MS duties? We have seen how hard the entertainment recruits have entertained on stage and on air. We have yet to venture into their unofficial performances. More over, as said by the ministry, isn't Rain is already so well known and if he is required to do so, why is there no one to insist on them? They could reject his application if it is not satisfactory and send Rain back to active duty, for crying out loud. .......... Sadly there are still so many nonsensical people out there who nitpick and blindly and mindlessly hop into the bandwagon of hate and anti, gleefully charging headlong with the view of knocking down / injuring their object of envy/hate in every possible way. They are not satisfied and will continue to blindly and mindlessly charge against their object of envy/hate until the object is driven to the ground. .......... If indeed there are some who are out to destroy Rain's career, they may smirk with satisfaction with all the negative news splashed all over the place, but to me these people are only showing their true colors / bad faith and let us see how foolish they can be. National Defense, "Rain's re-admittance isn't normal"

In the process of looking over celebrity qualifications, Rain's name has been brought up saying that he should serve his duties again. The National Defense claims, "There is a slight problem with the process but it's not enough to talk about putting him back in the army".

Politician Kim Gwang-jin brought up this topic on the 6th saying that certain celebrity soldiers didn't submit necessary papers to apply for the publicity roles.

A spokesperson for the National Defense claimed, "It's true there have been slight inadequate points in the process but it's not a violation of the military law. It's not discussable as serving military service again".

About missing papers, there was a difference in interpretation. ND says, "The papers Rain didn't submit are confirmation documents and a letter of recommendation. The publicity department claims these are not vital. However, the inspection department thought this wrong".

There was also voices of worry about the process of choosing celebrity soldiers spreading out to the demand of Rain serving duty again. "Rain has already served his time and was punished for his mistakes. Serving duty again is a matter of violation. He can be criticized for the process but claiming he serves duty again isn't appropriate".

The National Defense sentenced eight of the celebrity soldiers who violated the military law last month to the brig and confinement, while the celebrity solider policy was also abolished.

I hope this matter is the last scandal. 2013 really very hard time for Rain and Clouds. From the beginning of this year until now we've been through so many scandal. I really tired of this military scandal. Ministry, politician, k-netz brought up this sensitive issue again and again. Just stop it. Live in peace. What's your advantage to destroy Rain? He can help Korea be recognize by people around the world. K-netz, media, politician never think about it.

Haters: just because you can't be him and never be like him then u want to destroying him..haha..stop it, get a life! Politicians : stop using his name for your benefit, just find the other resolution for your election! Military: don't bring his name to cover your weakness, just fix your system! All you have to do now just leave our Rain alone. let him to take a breath n rest for a while :(

Yess..he has wasted 2 years of his life to service his country n he's done now. Why people still questioned about his MS n think he got too easy to discharged? Using a ridiculous reason to force him to re-enlist... that's nonsense. But thank to military for their clarification. At least now people know the truth n I wish this military contraversy is already over..

I may not post often but I always lurk here and I've been a supporter of Rain for as long as I can remember... Some of the members may have known me, from other sites like Endless Rain but the site closed already and that was where I was really active before and Rain legend but I also seldom post there now but that doesn't mean I love Rain less. I've waited for him for two years, and just as when he's almost done with his service, controversies came piling and made him the bad guy.

I'm already sick and tired of this military thing going on for seems like forever and I'm sorry to say this but media are riding along with this controversy as what they call it because of Rain's popularity. And sad to say even politicians are making this a big deal at the expense of Rain. He served his term in the military and did everything for them and been busier than ever. I never even thought that he's busier than he was a civilian because he practically was present in all their consolatory programs, performing here and there every week, and being a DJ as well, and not to mention doing his duties where they're in the camp. 
They saved a lot of money from using him to promote the military. After they've benefited on him from performing without compaints, this is what he gets? 

What I don't really understand is that why do people were just focusing on Rain? Oh! yeah, I forgot, it's because he's the biggest fish of all the recruits. And netizens are annoying just the same. They only see the faults and not the good things Rain has done. Why? If not for Rain, do they think Kpop will be that popular now around the world? Rain started it all and paved the roads for the rest of Kpop idols. Those things that he has done for his country as civilian, they forgot all about it now, they've also forgotten that Rain put South Korea in the map of the world, that he's been recognized as one of the most influential people of the world, not once but twice! Not to mention being the first ever Korean to star in a hollywood movie. I really feel sorry for Rain, that all his hardwork were all forgotten now just because of this controversy that's not even his fault in the first place. It's their system that has a lot of loop holes and now they are all blaming it on Rain? If they have rules, they should have strictly followed their rules regardless.....

Lee YeRang, of the award-winning duo Kayarang, shared a picture of herself and Rain on her Cyworld page today that was taken in Washington D.C. back on May 8. YeRang and her twin sister Lee SaRang are celebrated as the first twin artists to  master the gayageum (the best known traditional Korean stringed instrument), and Kayarang is considered by many the most popular Korean traditional pop duo today. So it made perfect sense that they were invited to represent their country at the Arirang World Peace Festival in the States along with Rain.

Korean news source Money Week also included Lee YeRang’s picture in an article about her today. The one thing I did understand is that Money Week is pretty pleased and thinks that this is a 다정샷 (da-jeong-syat), or sweet shot, of Jung JiHoon. :)

As posted by Mentholatum China on its official micro-blog on Weibo today. The gist of what they’re saying: A man’s skin is very thirsty, particularly due to lots of after-work socializing and drinking alcohol (any kind of alcohol is a drying agent). So far, I don’t see where anyone has directly linked in the Korean fan’s account on DC Inside or translated it, but a Chinese fan on Weibo posted about what she read in the account, as I understand it. And Rain’s Little Cloud put up an English translation of what the Chinese fan posted.

Two FYIs: 1) I don’t know what ㄹㄴㅇㅅ means, but I know that is is not a word. It’s a string of consonants without a vowel (or with a place marker), which suggests to me that it is either an acronym concerning a phrase or a thing (like NASA, or TVXQ, or YOLO, etc.), OR Korean Internet-speak/slang (examples, LOL, ㅋㅋㅋ, ㅇㅜㄴ, etc.). I’ve seen ㅇㅅ (a shortened version of ㅇㅅㅇ) used when something is funny, but that’s about it. Hopefully some native Korean speakers can chime in here and tell us what that’s about. :)2) I think that “feeling wonderful” may have been Scorpiola’s comment, because other postings on Chinese blogs that I’ve seen don’t show it. *shrug* ^@@^
