Does Soompi Block Ip's?

Just wondering if Soompi block ip addresses because for a few months back from october - december, I couldn't access soompi from my home computer. Then, a few days ago, soompi started working for me again but now the problems appeared again. Nothing I do seems to work, and I've changed settings numerous times on my computer in hopes of finding out whats wrong. I was just wondering if it's the site that's blocking my ip.
