Account Spam Block / Post Interval

Why? D: 2 times within 60 seconds?! That's like not even that much. I think this is ridiculous. With the current state of the forums where it's pretty much dead, I find I end up posting in many threads. Then suddenly this spam block effect. 
What do people think of this? Is it too long of a delay? Or just right? Or completely necessary?
