-Gather emails when people submit them on the website

-Allow you to send out mass emails to those emails

Mail Merge through word?

Export email list on to excel and mail merge through word/outlook?

There are tons of programs that do what you need.

The issue is a server to host the webiste with the form collecting the emails, a database to store them, and a mail server to send out bulk emails. The latter being the most difficult to find.
