The "Sheep Head" is mostly just for fun/to be cute. Koreans wear them at the sauna and stuff, but it became a huge fad after the drama "My Name is KimSamSoon." I believe.

It's really simple.

Get a small towel, fold it in a half, roll up the sides inwards and viola.
