I think its the hair, looks too kid-ish to make her look pretty. She reminds me of this girl I know, who has smaller eyes, but shes soooooooo gorgerous not only because her face is pretty but the way she dresses and carries herself and she always smiles. So elegant.

The girl in your photo would be prettier if she smiled or something, its almost creepy.

I voted yes, because I agree with the standards listed (porcelain skin, big double eyelids). However, that picture really doesn't reflect those traits very well, especially the eyes. Nevertheless, YES, I think this look should be ideal.
