Not the saddest, but it definitely made me cry and it's really difficult to make me cry when I'm watching a movie but...
MOULIN ROUGE. THAT LAST SCENE. I CAN'T.Click. Not the father scene, but the scene where he gives his wife the soaked napkin with the words, "Will you still love me in the morning?"

I don't really like sad movies, or any movies with deep emotions to be exact. But, I would always cry whenever I watch one litre of tears.
(and cried a bit during the early part of Frozen - not the saddest, but still quite sad.

Grave of the Fireflies -- If you can watch this movie without crying, you are dead inside.

A Walk to Remember

The Joy Luck Club -- I actually don't remember what the movie's about, but I remember crying over it.

The Red Violin -- The music is beautiful though

UP -- The opening scenes.  No dialogue but it's incredible.

Miracle In Cell No. 7 made me cry so much. I was sitting in my room, crying so bad. Literally, I can't even explain how much I bawled. 
I also cried quite a bit at the end of The Painted Veil. And I cried near the end of 200 Pounds Beauty. But I have to say, Miracle In Cell No. 7 made me cry the most. The Grave Of The Fireflies was also reallyyy sad but I didn't cry, I think it made me so depressed that all the tears just dried up and I couldn't even.

There are other movies that I definitely think are sad, but I didn't cry, like The Boy In Striped Pajamas and The Book Thief. RUDY YOU WEREN'T SUPPOSED TO DIE, YOU WERE SUPPOSED TO GROW UP AND LOVE LIESEL AND MARRY HER AND CHERISH HER!!!
