I guess I'm late but I'll answer anyways. NETIZEN AWARDS is like the internet popularity awards, given to those with most internet votes. SO of course BI would get this! I don't think anyone could get more internet votes, not even Choi Jin Shil, who shared the award with him... Really, every time there's an internet vote, BI is usually, if not always, at the top, and winning by a large margin. Then again, he's a singer, so usually singers have a larger fan base.
