Question about Gangnam Dol at Hallyu K-star Road.

Last october I was walking down the Hallyu K-star road in Gangnam, Seoul. Those little Gangnam Dol where so cute.

And I was wondering, since obviously not every Kpop group has one, how they decide which groups get such bear? Do the agencies decide who does and who doesn't get one? And what will happen with the ones for groups that have disbanded? Do they sometimes replace them with others or? And why do only groups seem to get one and no solo artists?
