It looks like SY was doing it on his own.  What an irony... when in the beginning HY said not to tell RSH who he really is so she will not get harm by having the knowledge.  But now, SY is the one who is harming him and the organization......?

From what i've read and watched, no one is at fault for what happened. They were in a no-win situation.
