If this is about being a good loyal and bonding maknae then Kaeun (from afterschool but wtf she isnt even on here!!!!) and Sehun should win. They always trying there best to keep things peaceful an positive even at the hardest times when members are constantly leaving so both large groups know this problem.
If this is about talent (acting, singing, dancing, looks, bringing in popularity and money to the group), then Jungkook and Suzy are the most talented maknae

Kyuhyun got 170k on the first day, and over all no doubt, because of the 69 bot accounts simultaneously tweeting under the name TIBBARFLOW_[#]. Check the maknae tag KyuhyunBestMaknae to see all of them. /sighs If robot voting is allowed, then I guess it is what it is... Jeez I hope the rest of the voting isn't tweet related if it is allowed.

Check the account name TIBBARFLOW and see for yourself. 69+ accts, then check the tweeted tag and see all of the dupe accounts tweet at the same time. 70ish votes per second by a program. What a punch in the gut to those taking time to actually humanly tweet. -_-;;;

That's unfair to vote once per hour. SOOMPI should give one vote for each person to vote, because sometimes it turned up incredible unexpected results.
