Because Zico is apparently drank too since he and his group of friends drink at Kyung's Birthday Party. The manager is task to send him home safe since Zico is drunk. I guess since Zico is drunk too so he was not on right state of mind to notice or know that his manager is intoxicated as well. Some people seems fine even after they drink 1 or 2 bottles.

My cousin have high tolerance so even when they drink 1 or 2 bottles I still would not know their drunk. When Police tested they just see if you have alcohol in your system and even if you are not drunk or have high tolerance as long as you have alcohol detected in your system that is immediately DUI.

Zico was not drunk he was tested on site. It doesn't matter if you have a high tolerence to alcohol once you drink your body will be affected by it. Also you can smell the alcohol. Anyone in the car with the driver is also responsible. I Just don't get why they didnt have the sense to call a driver.
