Since the inauguration of South Korean President Moon Jae-in, it has been observed that each government agency has uses celebrities as public relations models. They have spent hundreds of millions of dollars in budgets. However, it is pointed out that there is no reference in the publicity budget because only a few celebrities have been promoting for the agency without pay. The amount of renumeration too for one celebrity is different from the other. 

Actress Ha Ji-won and cheerleader Park Ki-ryang  both support President Moon Jae-in since the election. It was told that these two celebrities do not accept any renumeration from the government.
