Not all good looking people are photogenic;

Rob's face is really angled has sharp features such as the nose, jawline & chin.

& since there's always cameras flashing in his face, the angles (in whichever the cameras are in) can make him look bad or good.

But on screen we get the full 360 degree look of him & thus the term "pictures don't do [Robert] justice" is used.
