Park Hoon - Doctor stranger, HAIR

How do I get hair like Lee Jong Suk as Park Hoon in Doctor Stranger 닥터 이방인

Perm!

First I thought using a straightener would do the trick, but if you look closely it's not just bend it's also twisted. Also when I use an iron it doesn't get as fluffy and volumes as his hair so it's definitely tricky.. I still have no idea how to get it like him.

I had to google it but if this is the right pic then it looks like he crimped it or did it with a straightener in a back and forth motion. Also maybe alot of texturizing products in it.  Since you say not all the pieces look identical I think the hairstylist used a skinny, skinny hair curler and curled some pieces and then ruffled everything.

In the drama they talk about his hair and Kang Sora's character says his hair is permed 

Yeah that's permed hair.

Does anyone have a guide on that perm thing? I'm pretty new to this. I never really used a lot of time on doing my hair anyway.
